For more context, before she started playing Undertale she added a new tail to her model. When she moved her model down to the corner of the screen so you could watch the gameplay better, she removed the tail since you couldn't see it anyway since it was now mostly her from the shoulder up. So chat joked that the new tail was under the view/table/etc now since it could no longer be seen and made Undertail puns as she was making her new stream title to advertise she was now playing Undertale without realizing that naming it Undertail... may have also referred to some R34 Undertale horror.
It’s like naming a small business that sells shoes “Clothing Optional,” and being terribly surprised by what kind of customer shows up like in that one commercial I saw a long time ago.

Its not about english but rather the words itself and people. These days some words have 10 if not 100 other meanings, from weird ones to lewd ones to wholesome ones. People cant know all the meanings so they use it in their own ones or create those that are known only to short amount of people. Thats when the misunderstanding happens. I bet cerber used the word in pun-like manner. Like "under-tail of a dog" and it even seems more like it because she put papyrus laugh after that, knowing he has silly personality and jokes all the game about something.
Isn't really slang really, the creator of undertale basically just wanted a separate name in place so "less" people would see porn upon looking up the game
