I don't know why people say this is unfair for Garou. Yes Vegeta starts the fight as the stronger one of corse BUT Garou can simply copy his opponents power and add his personal power set and techniques to it. So this fight can be described as "Vegeta vs a more skilled Vegeta who can also use the forces of the universe"
even saitama have to go back in time and punch garu before he get so powerful wth saitama's scaled up serious mode to end fight. saitama was scaling up his attack way stronger than garu. but garu continued to catching up.

Garou can't copy all anime characters, Before saying that you have to compare the cosmologies' sizes. Garou Abilities can work cross verse, but only in certain size cosmologies (solar and under for now). DB'S cosmology is Multiversal+ and even higher. it contains layers that themselves contain infinite OPM sized or larger Universes. (also like when he copied Blast and Saitama, I'm pretty sure he has to see the ability first so all these DB characters blitz anyway.

FACTS Cosmic Garou is scaled around Super Perfect Cell. Meaning SS2 Vegeta from DBZ's Buu Saga (without the Majin boost) can deal with this level of threat, no issue. Him and Goku literally talk about this in the manga. Buu-Saga-Vegeta wins no diff.
