Velma was always going to have a season 2. Because of how long they take to make, Animations are almost always ordered in batches of at least 2. Usually just 2 unless its super popular. So by the time Velma S1 bombed S2 already had a ton of money and time put into it. When that happens they usually just finish it and see if it redeems itself or at least recoups costs. Now if it gets a season 3, thats on the hate watchers.
