Okay, I know it's a weird thing to ask but I'm just so unclear on this. What is the nature of their relationship? It just doesn't seem like regular friends to me.
Nah, plenty of people don't know how to whistle. It's something that has to be discovered through experimentation or taught, and not everyone has it come easily. I only learned to do it in my early 20s.
Not all people can whistle. That's normal. The question is why are you just discovering this now? Personally I'm bad at whistling. I can do it but have less than a 1 octave range, so often when I try to do it I aim for a note I can't actually do and completely fail to whistle. This happens maybe 40% of the time I try. No idea if lots of practice can extend this range but I know it can with singing.
It depends on how your face grows and how much control you have over your breath. Creating the necessary resonant aperture can be more or less difficult depending on the relative positions and proportions of your lips and teeth in three dimensional space, as well as the control you have over your face musculature. I have to place my lips in a pretty uncomfortable position in order to get a decent tone because of my teeth getting in the way and them being a bit wonky so they dig in to the inside of my mouth as I purse my lips
