I personally think it was actually a good idea to make this a bit less intense than V2 when factoring in how it would fit into the fangame. It lets this sound more menacing (which I absolutely love), and will allow Inner Torment V3 to sound more intense than this, which would fix a minor problem the V2 VHS Sans themes had where phase 3's theme didn't really feel like an upgrade in intensity from phase 2's theme.
