Fred Astaire was a uniquely amazing dancer. He will probably be rediscovered soon. Royal Wedding alone is enough to make him an icon of dance. Astaire felt his hands were too short so he gathered and pointed his fingers in a distinctive way to make his hands look longer and more "elegant" when he was dancing. I suppose I've never seen this clip because it is culturally insensitive to wear blackface. Still, I give myself full marks for recognizing him! Thanks for the reply, saga24us12!

You folks who complain about the blackface are judging too quickly. This is Fred Astaire, one of the greatest dancers in history, paying homage to Bill Bojangles Robinson -- another of the greatest dancers of all time. This was a dance number that was meant as a TRIBUTE to a HERO. It was not an insult. And the blackface was not the comic kind but just some makeup to make him look darker. Have some respect for the intent here.
