I believe these notes were indeed printed legitimately and intentionality so, later to be declared as counterfeit such that they could be removed from circulation and at the expense of the economy and new notes printed again.

For over $50 sales, I meet strangers at a bank where the money can be verified. This was after hours in my lobby where I could only check it with a counterfeit pen and my memory of how to look for the strip. Fortunately this looks like a good bill based on your tips. I went to local 7-11 type store called QD they gave my $100 back while I was buying $12 worth of lottery tickets telling me it was fake so I gave them a 2nd $100 bill they gave my change back both of these $100 bill were 2004 and older. got $100 bills from wall mart in the area by cashing my money orders I am sure I was given my first $100 bill back cause f my $12 purchase with a $100 bill .I am sure my $100 is not counter fit best way to be sure is by calling secret service and providing them with numbers and other information they will be able to tell you if it is fake are not if it is fake they will show up to find out how the person ended up with it.
