On the subject of how disfunctional the RVN government was, I would direct anyone who's interested and can speak Vietnamese to an interview of Nguyen Cao Ky called "thiếu tướng VNCH tự truyện" (lit. autobiograph of the ARVN general) which can be found here on RU-vid.
