OK I was confused. I thought gaskins was black, but he is apparently white which confused me. now I know. unless your video is just confusing

They had to sign him to the active roster if they were going to activate from the practice squad. A player can only be activated 3 times per season. After that, they have to sign him to the active roster if they want him to be eligible for future games in the season.
