Genetic reshuffle is used when you cure rate is at around 90 percent and then the cure rate could be reduced to around 50 or 60 percent

Just focus on transmission and resistance early so that they dont get worried over the disease but everyone will catch it. You forget about airborne pathogens which is one of the quickest transmissions.

The strat for not being spotten early is to keep your lethality to a minimum or to the least have none at all. Sometimes it will tell you when to start killing and sometimes it won't.
