She was passed over 3x because of her moral character ie...drug arrest and for being a gambler NOT anonymous...Dirty and corrupt Duterte gave it to her because he did not like Vilma...

Vilmanians should encourage people who are qualified to submit a nomination for Vilma. Nora was nominated every time there is a submission. She was passed over 3 times..Dirty and corrupt Duterte approved her nomination which resulted...a TAINTED award.
