Dude, first, thank you for saving this not-so wanted motherboard. Thank you for uploading picture to retroweb too. ;-) Second, let me clarify this combination of chipset. There are even Socket 754 motherboards, with nforce 630a chipsets or even AMD 760 chipsets. Released in 2008. It's something like motherboard released in 2008 with 2003's chipset. So it happens, of course because of "budget" reasons. I have suspicion, they do it, to use stock of old chipsets, rather than throw them out, they found a way, to use them on motherboard. In 1999 situation was like this: LX was still perfectly fine for 66 MHz CPUs, so noone cared, that it is two years old chipset. You know, in 1998, LX chipsets was rebranded as EX chipset, and even more limited. It was used on budget motherboards. But in this case, LX chipset (was still highend in 1997) was better than EX. The performance was same, but you could use more RAM on LX. I mean, like 3 sticks instead 2 sticks, which usually EX had. So, it was "midrange" version of budget motherboard. Of couse, to use Slot 1 would be better, as you can use Pentium II also. But... who would buy Pentium II with 66 Mhz FSB in 1999 anyway, so they decided to save even more costs, switching it to socket 370, for mendochino celerons. As Slot1 variants were only up to 433 Mhz (socket 370 Celerons were up to 533), so still better opinion. (after coppermine was released, these kinds of boards could be still actual, with 66 Mhz FSB celerons going up to 766 MHz... still what a beast.. not mention to fact, that some LX motherboards could use 75 and 83MHZ FSB for overclocking, doing it with Coppermine Celeron 700-766 leading to "almost 1 Ghz." which could be still actual during year 2000. But of course, for Coppermine support, you need correct voltage regulator, and I'm not sure if this board is capable to do it, as when you run Coppermine with 2.0v, it will toast gradually, longterm safe voltage is around 1.8-1.85v. (They are native up to 1.7v) So this is why LX chipset was still used in 1999 on budget motherboards. Anyway, there are also BX boards with socket 370. While most of BX motherboards are with slot 1, it limited them a lot, not sure why they were doing it, as it prevented to use Pentium III Katmai.
