चीन भारत का सबसे बड़ा व्यापार साझेदार है. इस सदी में वह भारत से एक ट्रिलियन डॉलर से अधिक का मुनाफ़ा कमा चुका है. पिछले वित्त वर्ष में उसका मुनाफ़ा सौ अरब डॉलर से अधिक रहा था. ऐसे में यह ज़रूरी हो जाता है कि भारत यह प्रयास करे कि चीन यहाँ निवेश करे, उत्पादन करे. इतना कमा रहा है, तो उसे पैसा यहाँ लगाना भी चाहिए. लेकिन उल्टा हो रहा है. कुछ समय पहले ख़बर आयी थी कि भारत सरकार ने ‘सुरक्षा कारणों’ से इलेक्ट्रिक वाहन निर्माता कंपनी बीवाईडी के एक अरब डॉलर के फ़ैक्टरी लगाने के आवेदन को नकार दिया. ईवी बनाने में यह कंपनी पूरी दुनिया में पहले स्थान पर है. भारतीय महानगरों में इसकी गाड़ियाँ ख़ूब चलती हैं. हाल में एक और ख़बर आयी थी कि चीनी कंपनियों पर दबाव बनाया जा रहा है कि वे भारतीय कंपनियों में अपनी हिस्सेदारी कम करें. साल 2020 में भारत सरकार ने चीन से आने वाले निवेश के लिए पहले सरकारी अनुमति लेना अनिवार्य कर दिया था. रिपोर्टों की मानें, तो कोई 200 निवेश प्रस्ताव चीन से आये हैं, जिनमें से केवल 70 को ही अनुमति दी गयी है. यह धीमी गति तब है, जब हमारा प्रत्यक्ष विदेशी निवेश घट रहा है. निवेश आयेगा, तो पूँजी आयेगी, तकनीक आयेगी, रोज़गार के मौक़े बनेंगे, सामान के दाम घटेंगे. मुझे आशा है कि दोनों देशों के बीच जल्दी ही एक व्यापक समझौता होगा. अक्टूबर में रूस के कज़ान में ब्रिक्स+ का शिखर सम्मेलन है. वहाँ राष्ट्रपति शी और प्रधानमंत्री मोदी की बातचीत होगी ही. वहाँ से कोई रास्ता निकलना चाहिए. तत्कालीन प्रधानमंत्री राजीव गांधी ने दिसंबर 1988 में चीन का दौरा कर सहयोग के नये दौर की नींव रखी थी. किसी भारतीय प्रधानमंत्री की यह यात्रा साढ़े तीन दशक बाद हो रही थी. पहले 1954 में पंडित नेहरू गये थे. राजीव गांधी की यात्रा की बुनियाद पर 1993 में नरसिम्हा राव की सरकार के समय एक बड़ा समझौता संभव हुआ, जिसे 2013 में आगे बढ़ाया गया. तब मनमोहन सिंह प्रधानमंत्री थे. इन समझौतों की प्रशंसा विदेश मंत्री जयशंकर भी कर चुके हैं. प्रधानमंत्री मोदी के सामने एक ऐतिहासिक अवसर है. भारत और चीन का सहकार न केवल दोनों देशों, बल्कि एशिया और दुनिया के लिए भी बहुत बढ़िया रहेगा
