Because after trying to flee the scene of the accident he was seen on videotape kicking a policeman and shouting obscenities. I have no clue why after interviewing the lady he ran over, witnessing him flee the scene, and further evidence of him causing said scene that they would drop those charges as "premature" but retain the charge of assaulting an officer, an officer that had arrived because of the original scene. Rockell's In a Dream falls under the genre of Freestyle, which is a club music genre based on latin music, and Rockell's track is actually very late Freestyle so it had already almost vanished by the time it was released.
