Then it's time for the guys at the Pentagon to spin a wheel to decide the continent and throw a dart at a map of it to decide which country to "liberate" next. It's great, the defense contractors and lobbyists get rich, the congressfolk and military heads get bonuses and future jobs as well as political capital by having each piece of a tank being manufactured in a different state, while the military and intelligence agencies get to keep active so there is a always a bunch of veterans to form the core of any mass mobilization, not to mention how a war helps to justify pretty much anything from censorship and budget increases to incarcerating, torturing and killing people. All of that for only a couple trillion dollars spent, some millions of people living in awful conditions, some hundreds of thousands civilians dead from multiple causes and maybe some tens of thousands dead US soldiers. It's practically a bargain to maintain complete hegemony over the globe so no one does anything silly like saying no to your UN resolutions, nationalizing their own resources or closing off their internal markets.
