Um... punk's original idea was about reclaiming rock & roll as true folk music. It's whole point was that anybody who can pick up a guitar or hammer on some plastic tubs should be able to express their feelings. If you want to hear string quartets nurtured in sterile conservatories in which the holding of an insignificant note for a microsecond too long will cause you to be thoroughly abused by your teachers (this actually happens, I'm not exaggerating), go for it. But don't forget that what punk taught us was that the most important rock is that made by a bunch of kids in the back of their garage, or basement, or wherever, banging away at their favourite songs, having the time of their lives. Those kids may be mere beginners on their instruments, but the point is they are making music that is not being dictated to them my white, middle-aged music executives trying to engineer their next hit. To that end, note that the first bands that we might identify with punk gave us the BS guitar solo, in which the intentionally just twanged away at a few odd strings as an FU to the major bands touring stadiums (Eric Clapton, the huge prog rock bands, etc.). As for vocals... seriously? New Order springs to mind immediately, who are considered one of the more influential bands of the post-punk era.
