Yes correct! You have to make sure the damper must able to move freely up and down..

The "metal bearing" let the outer part flex movements around it...you want the BEVEL part of the plastic bushing to go into that metal ring..that is how it "sink inside" to secure the installation between the (bolt, metal bearing, and plastic bushing)...bushing job is to "secure that bearing"...let the silver bearing do its job...once secured like I've mentioned...THE OUTER PART OF THAT SILVER RING ROTATES/FLEXES "AROUND" IT ! Therefore, you must sink the bevel ends INTO the silver ring! Yeah they are really tight but with a good leverage you can.. i even bought a set of Allen wrench just for those..good luck hope you could fix yours🤙
