In 1939 Bell Labs, NBC, and CBS together developed a meter to display the volume of an audio signal. Original it was called the SVI (Standard Volume Indicator) meter, but later became known as VU an abbreviation for volume units. It works by averaging the volume over a short period of time (approximately 300 ms). These meters are found on analog tape recorders, mixing consoles, and outboard gear.
Because VU meters show an average volume level, steady-state sounds will display the volume fairly accurately. However, audio signals that have intermittent silence (like dialog or drums), will have a VU reading lower than the actual amount of peak energy in the recording.
By contrast, the dBFS (db Full Scale) meters used to display volume on digital audio equipment have more in common with the PPM (peak power meters) that were in use even before VU meters. Peak power meters will show transient spikes that might be missed on VUs.
Generally, with pro gear 0 VU is +4 dBu and with semi-pro (consumer) gear, 0 VU is -10 dBu.
And that's another big difference between VU and dbFS meters. VU meters are adjustable. Since they build in headroom, they can be adjusted to whatever operating level is being used. Whereas dBFS meters are absolute. 0 dBFS is the same on every system, everywhere, because there is no additional headroom.
VU meters are much less relevant with digital gear than they were with analog equipment, leaving some people thinking that VU actually stands for "virtually useless".

These meters came about when there was a need to standardize the voltage levels that broadcasters fed into the telephone system (a 600 ohm resistance). Namely, 1 milliwatt at 1000 Hz into 600 ohms = zero "VU". Since deciBels are a ratio, not an absolute, every other definition is pretty much an arbitrary one. That's why most radio station level meters were shown as "100% Modulation" in big type, with the corresponding reading as "0 VU" in smaller type. The guy who invented the clock: "What time should I set twelve o'clock to?" The other scientist: "Set it to whenever you want; we'll go from there."

It's a device to measure the loudness of a given signal. However, there are several dB scales that can be used for that end. Generally speaking, you want "headroom" aka volume before the signal clips, to play with, so keeping the signal close to 0 in the VU meter allows you to do that.

I have VU meter fetish.Sometimes I just turn on my Tascam 32 just to see them bounce aroundwith other sources.

LOL, "virtually useless". I beg to differ with those who call VU meters that. In my humble opinion, they're anything BUT virtually useless. I find them quite handy when listening to reel-to-reel tapes because with them, I can often tell how loud a tape is and adjust the output volume accordingly through a receiver.

You're welcome. In your video above, you stated that the dBFS meters are absolute. Well, I'm not used to using those since I got used to the VU meters. Accurate or not, it never hurts to experiment with volume levels until you find the so-called "sweet spot" where a recording sounds good, not too loud and distorted or too soft and barely audible. My only problem with trying to find said "sweet spot" is my hearing loss, because I can't hear the high frequencies without hearing aids.

Well here's the thing, Mr. Audio. I was BORN with a hearing loss, which makes it even worse because from day one, I never could hear high frequencies correctly without hearing aids. But one thing I find fairly helpful even though I'm now in my 40's is digital headphones, especially when I use those to listen to analog recordings, because for some reason, digital headphones seem to clarify the sound of analog recordings coming through the pre-amp of my reel-to-reel tape deck. So in that case I use the VU meters as a rough guesstimate (how do you like that portmanteau) for the volume level.
