There are situations in which Presidential guards may be casually dressed for security purposes in a network. Have introductions between officials that may have to coordinate in work, so as to avoid such events. We once saw the Libyan President's guards manhandle UG President's guards quite humiliatingly, during the launching of a Kampala mosque.
I am in the same field and I know how that scenario could have most likely ended if there was 100% no communication and understanding between the two 😅...

The Presidential bodyguard should have a badge when not in uniform,also there should be plans to have quick introductions among bodyguards in such an important visitation to avoid such confusion, blame lands to the presidential security commander

Let's face it, just about every world leader relies on their PPD (Personal Protective Detail) no matter where they are. But in this situation, if "push" were ever to become "shove", the truth of the matter is that the Kenyan would ultimately defer to the Brit, and that's why they try so hard to avoid diplomatic incidents. With that said, I must commend Ruto's PPD guy for pretty much showing the Brit that "You don't come to my house and start telling me what to do".
