He’s finally been unlocked it turns out the secret was he’s not in the game so a character must be replaced with him

Nintendo should’ve made us complete the game, go up to the castle, meet Waluigi (like we did Yoshi in the original), have Waluigi jump off the castle, go to his new door, do one more star mission, in each level, and then, re-complete the Bowser battles.

i cant believe how easy it was to put him in this game, nintendo made waluigi not even 2 years after this game on ds perfectly and could have used that same render

I've read that it's because Miyamoto NEVER wants Waluigi to be in a mainline Mario game or be playable in Smash Bros. Back when Mario Tennis 64 was in production, a nega version of Peach named Wapeach was created, supposedly meant to be Wario and Waluigi's boss. Miyamoto was apparently so incensed by the idea that his beloved Peach would have a nasty, ugly counterpart, that not only did she demand that she be scrapped, but allegedly vowed that Waluigi would NEVER appear in a mainline title just to spite Camelot.
