Active healing from Professor Pain is kind of weak, so I don't think it has a lot of credibility in the equation. Critical Strike DMG seems to have a stronger influence.

They are not meant to be scientific. The concept is to give you a rough idea of which pairing is better. For example, if you run Valkyrie and Golden Eagle, you realize now that this pairing is obsolete, and you must recruit those gen4 officers to stay competitive.
