Gordon's follow-up dialogue is that "all the major threats" have been eliminated. That's technically true. GCPD can deal with Zsasz and Calendar Man. Two Face and Penguin had entire gangs at their command. And the League could deal with foes like Grodd and She-Bat.

Zaaz is dangerous, but he’s relatively mundane compared to the rest of the rogues gallery. I think the police could handle him, even without the remaining Bat family.

Thoughts: 1. The GCPD can deal with a great deal of the issues now that most are locked up and out of their way so they can focus. 2. Nightwing, Robin, Oracle, Red Hood, Alfred, and potentialy Azreal can deal with loose ends. Some of which they do in the dlc extras. 3. As for Grodd, thats Flash's or Hal's problem, also imply other Justice League members to step in when needed. 4. Theres a chance someone else will take the mantle of Batman. Dick Grayson and Azreal have done so in comics. 5. Maybe those villains will redeem themsevles and stay away from crime....maybe.

Assuming the Easter eggs in origins are canon, the Court of Owls has gone unnoticed by batman and are probably still about after arkham knight. Plus the hints to Clayface being around during the events of the game.

Another thing you didn't mention here is the DC villain 'Starro', who can be seen in the Batgirl DLC inside of a massive test tube. You cannot interact with it because it's more of an easter egg, but if Starro can give the Justice League problems, then imagine what it could do to Gotham if it ever escaped captivity.

Tbh, with the City is safe I think he means that it is safe for them to take the City back. With the tanks not there, the bigger fractions weakened, most of the leaders behind the bars it should be easier for the GCPD to get out there. But yeah...kinda sad about Zazs..dunno how to write this name... I wish we could have had a few more villains, would have been cool to get even more behind bars to really end the game. But we all know how it goes, they kill allot of people. he locks them in, they break out and they do it again. Gotham probably will never be really safe at this point..xD

There also Clayface its not canon he was in concept art and they did plan him like Zsasz did as a mission but Professor Pyg replaces Victor Zsasz

Clay face is hinted to be in Gotham due to some concept art of Clayface attacking Panessa Studios

I will say, saying that Ra’s is still a threat even when he’s crippled and locked up because he might maybe escape and get rejuvenated isn’t fair. By the same logic, you could say that Penguin and Two-Face and Riddler and the others are probably going to escape prison eventually, so Batman didn’t accomplish anything at all.

I'm positive Dick, Jason, and Tim can handle these threats.

I think ras surviving isn’t the cannon choice personally

Gotham is safe enough for the police to be able to handle. There's also the fact that Jason goes back to being the Red Hood and Azrael seems to be a crime fighter at the end too. Robin is still around too. Joker is still dead so the biggest threat to Gotham is no longer around. Riddler is one of the big villains that would quit after Batman "dies" considering he did most of his crimes for the sole purpose of outsmarting Barman. In general, Gotham is more than safe enough for Batman to leave it up to everyone else.

Okaaaay, I wouldn't consider Man-Bat to be hostile in Arhkam Knight. The only thing he did was screech at Batman, which is basically what bats need to do to identify their surroundings, and try to fight off Batman when he put him in a choke hold and send him falling several stories, so you know, self defense.

I have a few headcannons that seem plausible. The remaining batfamily took care of Zzsasz, Langstroms, the rioters, and Calender Man Red Hood went after the lowest of the low villains, Zzsasz and Calender man and he put them in the ground. I think Batman gave Jason a pass on these guys cause 1. Red Hoods bio says Batman doesn't agree with Jason's methods but won't stop him either. And 2. This Batman's no kill rule is more lenient. He won't do it himself, but by proxy he'll allow it (Jason, not giving ras the cure, cutting clayface up while he was frozen and allowing him to fall in the Lazarus pit) Nightwing, being the most experienced, went after the Langstroms and got them back to gcpd Robin, being the least experienced, cleaned up the rest of the rioters in the streets The League of Shadows and Ras are gone. Ill go with the player majority vote for the dlc ending which was let ras pass on. Ras is gone and Nyssa in comics was always the most reasonable of the members. She even hated ras' methods. She definitely kept her promise and will restore the league to be better Gorilla Grodd I can't see staying in Gotham for long. He most likely just escaped the cell and skipped town for more broadened plans for the future

I believe Ra's survival is the canon choice, as while Batman simply not giving him the Lazarus injection wouldn't effect his code, Batman destroying his life support machine absolutely would.

I felt like Jason cleaned up alot especially after Bruce was gone just wish we got a game after Arkham Knight with Tim becoming the Red Robin Jason being Red Hood and Dick wearing Batmans suit

I will say, besides Ras Al Ghul and maybe the bats, I don’t think Zsasz and Calender man isn’t anything the GCPD can’t handle since they are just serial killers and I don’t think Batman was the one that even got Calender man in Origins kind of proving they can get him. So yeah it’s not safe but it’s nothing pressing either for Batman to worry about either. Also something that might be considered is Black Mask because he’s more of a threat and there’s the theory of Red Hood killing a decoy instead of the real Black mask so he’s possibly still out there

Alright let’s put it like this, you’re Superman and you hear Bruce was unmasked. Now this should make you concerned especially considering THIS IS BATMAN, so you know he’s going to try to kill himself or fake his death. What do you do after Knightfall, you take his spot just for the rest of the night and clear up all the big threats. Batman doesn’t want others stepping into his territory, but at the same time he wouldn’t argue if he wasn’t around to defend it for a bit. So Superman could step in until he sees Batman’s new myth.

Gorilla grodd was actually planned to be in the canceled sequel to arkham knight. The game would've followed Damien Wayne taking up the mantle of the batman similar to batman beyond. Each area of the game would have a supervillain controlling it. Two face, Black Mask's Daughter, Penguin, ect. Among these was Gorilla Grodd, so your theory about him being in Gotham was correct.. when the DLC was made. (Turns out what became of this game was Gotham Knights, according to a few sources involved with the project)

Zsasz/calendar man: easily dealt with by robin, and if he’s busy even the gcpd can wipe these two up. She bat and man bat: possibly easy? She bat having intelligence is kinda terrifying but honestly robin would probably call in nightwing for assistance Canon ending for ras HAS to be his death. So yeah, no Assasins in Gotham. As for grodd, the big monkey boy presumably doesn’t have his mind control stuff so his threat is reduced by a lot. I mean he’s still a fucking genius gorilla but he wouldn’t stick around in Gotham for very long. Probably just planning for his next exit to his home city.

its pretty much confirmed with the suicide squad game coming out that batman faked his death at the end of knight and was still active in gotham as the ghost until going back to batman at some point before suicide squad

There's also Bane (Although it says in his story that he returned to Santa Prisca) Deadshot (In the recording in the Evidence Locker, Aron Cash says they had to let him go after Arkham City) And there's these villains that all have character bios in batman Arkham Asylum but never appeared in any of the games Prometheus The Great White Shark Ventriloquist Maxie Zeus Killer Moth Ratcatcher Humpty Dumpty Tweedledum And Tweedledee

Actually Ra's lives in the 2nd ending but not for long Ra's even laughs and is proud of batman bc he sees that batman finnaly killed him also it's established that the injection had the last drops from the last lazarus pit there are no more lazarus pits also Nyssa promised to leave gotham alone for good. So yes the city is still safer bc of this. Ra's dies and no assassin's in gotham. Yeah the world isn't safer bc of it but the city is.

I’m surprised Starro (from the Batgirl DLC) didn’t get mentioned in the video. Though he was trapped long before Arkham Asylum, it’s terrifying to think that such a large-scale villain could be dormant in Gotham.

We need a second Season of Infamy DLC that has Prometheus, Black Mask, Zsasz, Calendar Man, Deadshot, She-Bat, Anarky and I guess Bane & Clayface as Villains, Prometheus and Black Mask were originally going to be part of The Season of Infamy DLC among Mad Hatter, Mr. Freeze, Killer Croc and Ra's Al Ghul

Personal headcanon: The Zsasz sidemission was done by Batman before Knightfall and Zsasz is locked up at the GCPD. The League of Assassins, after it’s brutal inner conflict, is left in shambles and whilst still dangerous, they are no longer as big a threat to Gotham as they used to be. Man-Bat and She-Bat were captured by the Bat-Family after a few months of roaming Gotham’s skies. Gorilla Grodd was defeated by the Justice League (confirmed in SS:KTJL) and Calendar Man was also apprehended. As for the other villains: Riddler’s criminal career is over and he spends the rest of his life in prison. The Penguin’s arms trafficking operation is heavily damaged, from which he never truly recovers. He continues to sell weapons on a much smaller scale until he dies of lung cancer. Two-Face becomes Gotham’s biggest crime boss, but he’s no match against the Bat family and not as big a threat as he used to be. The remaining villains spend the rest of their lives in prison, becoming celebrities in their older age.

Also the Court of owls is out there.

I have 2 possible theories Villains that were never captured after knight fall were the first villains Batman went after as the demon bat and others were arrested by GCPD Or Villains that were never captured Jason killed them before Batman could get to them as the ghost/demon bat I think the first theory is the most likely

I always imagined Red Hood kills most of the villains. He kills Killer Moth off screen and Black Mask in the Red Hood DLC. Red Hood could easily take on Zsazz and Calendar Man. I’m not sure about She Bat, Man Bat, Ra’s Al Ghul or Gorilla Grodd though. Robin is around as well but I can’t imagine Tim teaming up with Jason because of what he put Barbara through.

Honestly I feel like batman refusing to give ra’s the Lazarus injection is canon mainly because it seemingly makes sense and realistically batman would never give him the injection, now yes that does mean he technically broke his no killing rule as refusing to give someone a cure to a terminal illness does count as murder, but ra’s is already dead and is just a husk of his former self at that point so even if he did it would have been more of a mercy killing

I would argue it may have been more along the lines of, "The GCPD can handle the remaining threats." "Safe." Like Zsasz and Calendar Man are just regular dudes. I don't think even Zsasz is supposed to be that skilled of a fighter. (Harley is usually better, as far as I know, and look how much of a joke she is in the Arkham games. I was watching a SS isn't canon video that I think explained she was taken down 6 times, 3 by single button presses and 3 in cutscenes... so she's basically the biggest joke enemy in the series and she's supposed to be more skilled than Zsasz, I think.) I'd say Ra's isn't supposed to be revived canonically, so not a concern. I honestly do think Grodd would probably just leave, but that IS very head-canon-y. He's certainly the biggest potential threat and beyond the GCPD. Man-Bat and She-Bat idk. So basically, even being generous with the interpretation, he's still kind of wrong. Unless it was more of a "Robin and the others can handle it." Then he'd likely be right. With Grodd being the only real potential issue, imo.

The Shebat theory has a couple of holes to not be true. First off, Kirk's wife is confirmed dead. Looking at her with Detective Videos says that she's deceased. Also it makes more sense that Kirk takes her corpse after he escapes from GCPD.

Don't forget about Black Mask Edit: Or the Order of Saint Dumas, which is still out there. Not to mention the Court of Owls is implied to exist.
