The third level is only for the departures: luggage checks, flight confirmation…Only those who have checked in can go down to the back of the second level for screening and other flights preparations.
The front of the second level is for pick up by relatives or friends of those who are arriving (both domestic and international arrivals).
The first level opens to the hotel shuttles, rides share like Lyft and Uber, and to airport buses that take local passengers to different airport parkings. There is a very good metro system for which I need more information. You will be updated
