WATCH The Dramatic Moment A Russian Apartment Block Is Struck By Missile 

This is the moment a ten-storey apartment block dramatically collapsed to the ground in the Belgorod region of Russia, near the border with Ukraine.
Russian authorities blame Kyiv for the attack, which they called a ‘terrorist attack on residential areas’.
They say it was struck by a Soviet-era missile, which was shot down by Russian forces.
It is one of the deadliest attacks to hit the Russian side of the border since its invasion of Ukraine.
At least 15 people were killed and 27 wounded.
Three more were killed in separate rounds of shelling elsewhere in the city.
The rest of the building is still at high risk of collapse.
Residents have been evacuated, but are being allowed into the building one at a time to collect important items.
The Ukrainian authorities have not yet commented on the attack.
