Yeah I watch SP reactions and see ppl reup, I haven't seen this one yet so it's new to me. I realize within a minute if I've seen it and stop watching. I've seen this specific episode so many times I would remember if it was a reup.
South Park's portrayl of the cop, is based on real world events. It was legal in some states for cops to have sex with prostitutes, but those prostitutes were still breaking the law. The argument for it was that undercover cops might need to do it to avoid blowing their cover. The wording of the law gave Police immunity from prosecution if they had sex with prostitutes as part of an investigation. In practice this meant some cops would coerce women into sex, perhaps in place of a ticket, then blackmail them with prostitution charges. They would also argue that they were "doing an investigation" if caught. Michigan changed the law in late 2017, and was the last state to have such an exemption.

The laws are weird and not always enforced. The "John" can get charged with a misdemeanor for soliciting sex. It can range from up to 6 months in jail or more likely just probation or even more likely just a fine. The working girls don't really get arrested often unless they are blatantly doing it in the open or the "Task Force" is out. Most big cities have a "blade" where most of the girls work, you'd be surprised how much in the open it is with tons of car traffic or "customers" looking for a girl they like. The blade is usually a couple blocks and if they don't bug no one and stay in their area they usually don't get messed with by the police too much, but the police do patrol the area a lot. If the girl is arrested it's usually just a misdemeanor where she is booked and released. No big deal for her. The pimps use to be charged with pimping and pandering which was often just a misdemeanor and nothing too serious but now they changed the law and pimps can be charged with "human trafficking", which is a VERY SERIOUS charge and a felony. It can carry time of anywhere of up to 20 years depending on the case. But pimping ain't no joke anymore with the charges they now potentially face. EDIT: Laws can vary state by state, I'm mainly talking about California Law. BTW love this episode and your reaction to it. Keep up the South Park reactions!
In America, they do bust the prostitutes too. In some states the men go on a sex offender registry for it. Crazy considering they are consenting adults.
Even worse when the prostitutes are of queer gender, which is frequently the case with how much they're ostracized/legislated out of any legal career paths
