The VFD enable contactor had a bad common. Someone replaced the control transformer and didn't ground it. I used the wiring diagram to find the problem.
After having gotten bitten by an AAON that had been turned off at the disconnect I will never trust the electrical side of their stuff. And yeah a review of the electrical schematic revealed that the power after turning off the disconnect was engineered into the darn thing.
