Certain areas are flooded that it looks like dams, rivers and lakes here in Cape Town

Also various construction building and other people making houses on land that is supposed to be there for water catchment, as the original town planners did not think about how things would be in the year 2024 ....Etc etc etc!

The DA can only do what it is given by the ANC so your entire statement is invalid. If you throw all kinds of rubbish down the drains it will clog up and cause a flood, that is the difference between the areas.
