I think the imposter should have some advantages because most players will vote clutch simply if they can complete the track. Don't allow testing (just hack the validation) and require a minimum number of pieces to be put down in a short amount of time so everyone else is focused on building a good track instead of constantly checking for sabotage.
Alternatively... they could have brought in a 5th person to pass the "track" around to the players. Each player places 5 to 10 pieces, they may place their track pieces anywhere they want. Once they place their pieces the track is passed on to the "handler" to give off to another player. Each player has the track 3 or 4 times. Players aren't allowed to change anything... they can only add to what's already there. The "handler" validates the track and then... allows the "players" to have fun with it (decorate the map... decorations, once placed, can't be moved).
