Something is wrong with her! Boots happen with unpaid outstanding tickets! Meaning that you been had them tickets! Talking about he needs to be responsible when he driving. She should'ce set proper expectation to the cousin befote lending the car like its easy to say, "hey i have tickets for this so be careful when youre using it" then he wouldve had the option to say no.
