I knew Phantoon was in Tourian ever since you entered the map room of the Wrecked Ship (and I didn't need to cheat to figure this out). When you look at the map, the icon of a submerged map room looks different from that of a normal map room. All the regions you visited by then (all except Norfair) had normal map room icons on the map, which meant Norfair had the submerged map room, and thus Phantoon could not have possibly been in Norfair.

I've noticed that you seem to doubt things a lot at the start just because of "the logic". Which is kinda funny, considering how all your runs revolve around breaking SM's logic! You're too good at this to focus on the logic too much. You definitely could've got wave before you backtracked to the ship, for example: might not have helped too much in this instance, but it'd easily save you 30+ seconds of not having to go back there again later. Could've been minutes saved if it was a different item, even if it wasn't the logical progression. I think you've got to start judging rooms on their own merits and whether you're capable of doing them at that point, rather than whether you "should" be doing them at that point. Feels like easy time saves, having watched a few of these now: especially if it's a little out of the way!
