If you are following Esri recomendations, and want the host server, does that mean you need three servers? That is, 1 for ArcGIS Server, 1 for Portal for ArcGIS, and 1 for the Data Store?

Portal is basically a collaborative tool for maps. You create a map and then you share it with others. This way, other people can use other maps as a base (reason why it's called basemap), meaning they wont have to start from scratch and then add more data to that. That updated map can then be also shared with others and will be used again by others as a base, and so on.
