That's not what he was trying to say. Not every foreigner can quickly adapt to a new language. Perhaps, just don't go around judging a foreigner who's struggling with Italian.

Here in the states people from other countries typically speak their native language first even if they can speak english somewhat. That was the point he was making. Americans want people to speak English, just like Italians want you to speak Italian.

Imagine the outrage if someone in the US were to tell someone to learn English. There'd be cries of "racism and xenophobia" all over the place. Clear double-standard.
