The NHS is being propped up by foreign workers though. Because of Brexit, there is now a huge shortage of staff - foreign doctors and nurses are no longer welcome, and so the public suffers. It isn't a failed government policy. The Ireland 2040 plan states that it wants to increase the population by 1,000,000 by 2040. So in my opinion by their own metric they are ahead of schedule.
