Actually, there's a little mistake in the numbers - the topping set bonuses are not added. So that's +3% to every number. If Cloak was upgraded to the max and if you were lucky enough to have ATK SPEED bonus effects for each topping, i'm sure that the overall amount of ATK SPEED boost would easily had been up to 250% or maybe even more.

Ok but hear me out, due to bounties, certain classes of cookies can receive buffs, there is an atk speed buff for ranged cookies and can go as high as 2X. So the highest atk speed boost pastry can get is: 50% from skill, (4.1% maxed topping + 3% bonus effect) X5 per topping, 2% set bonus, 90% from maxed out librarian's enchanted robes, 40% from mint choco, 15% from sonic, 20% from pancake, and multiply by two because of bounty, giving us a final of 505% atk speed boost. (I believe these percentages add instead of multiply, so 2 50% boosts gives 100% instead of 225%)

Actually the atk speed toppings aren't necessarily useless, I have them on both rye and vamp and it works really well!

Actually Amplify Buffs are also good, they increase the amount of healing and buffs, pretty useful for Charge cookies.
