Among the metals Silver is known to be the best conductor of electricity followed by Gold and then Copper and finally Aluminium. Silver is expensive relative to Copper and hence we use them in everyday life. Gold is very stable chemically and hence is used in electronic contacts since very little material is needed. Aluminum is cheapest but was not durable and long lasting like copper. Likewise the best insulator is pure quartz glass SiO2.

If you are talking about the lamp, yes it will since the human body will conduct electricity thereby completing the circuit and making the lamp glow. Did this answer your question?
