Short answer: The latitudes around 30 degrees North and 30 degrees south.
They are characterized by calm weather and little wind being the high pressure zone, where the air rising at the Equator comes back down.
They are the dividing line between trade winds going towards the Equator and the westerlies going in the opposite direction.
They also go straight thorugh the great oceanic gyres dividing them horizontally.
There are many theories as to the name Horse latitudes. My favorite is that due to the lack of wind the sailing ships needed to horse along on the currents through the latitudes until they arrived at the trade winds.
