Quite literally, a tactical nuclear detonation can be delivered from artillery shells. As far as I have read, two man portable in terms of "suitcase" is about as small as anyone has or maintains. Smaller are possible and have been made, but it's not practical nor very effective bc the real power would likely be something much more powerful.

I am referring to the countries of the western world, most notably Europe , the USA, Australia and a few other countries. Around the world Russia has 147 embassies and a similar number of consulates, all with diplomatic immunity. There are also unknown numbers of "illegal" agents in most western countries. These people often pose as normal citizens leading quiet lives to avoid attention. We know this is true because our secret services do find them from time to time. Ukraine isn’t fielding a Warsaw Pact/NATO sized force or has anything that, if wiped out by such a strike, would turn the tide of the war. Considering the order of battle, Ukraine might lose a few hundred soldiers (and civilians), but the fallout from this ground burst would be floating over not only their own troops, but their own country. What would be worth even such a small nuke detonation when the IMMENSE cost that would be exacted against Russia, from even their erstwhile “allies”, following such a strike, which would certainly FAR outweigh any benefits? No, Putin may be an ass, but he’s not suicidal. And even if he was, those in the military that control the missiles, and the FSB that control the warheads certainly aren’t.
