My wife and children are Singaporean. Would we qualify for HDB and if so, what is the general upfront cost needed for HDB? If not, what would the standard square footage be for a four-children household?

You can definitely rent an HDB instead of a condo if you prefer, it's usually cheaper/bigger depending on where you choose. Rule of thumb is that the further away from city centre(south) it is, the cheaper it is. The comfort level for size of apartment really depends on what you want but a [4-/5-room] HDB flat has 3 bedrooms (usually >1000sqft for the older ones) would be pretty good for 4 children, assuming at least 1 is pretty young. Newer HDB flats tend to be smaller in total size. There are also condos with 3 bedrooms that can house your family but if you're comparing size for size, the condo will cost you 2-3x more $.
