The Geneva convention say that civilian houses being used for military purposes (like storing rockets for Hezbollah, or letting Hamas hide there) makes it a valid military target. If this was not the case, then any terrorist could just sit in a civilian house and fire rockets at their enemy, who would not be allowed to fight back. Nobody thinks this would work IRL right? there are dozens of arab and muslim nations, many of them super wealthy, others in need of labor/workers for construction projects, work in oil fields, etc. Why has not a single one of these countries offer to take in the Palestinians as refugees, not even a token handful, zero.
