There is no word "to" in that sentence Joe said. He did not say talkin' your wife, because then he would have left out the "to" which wouldn't make sense. However, if he said "I was f'n your wife," then there is no "to." And, Tal and Fuc do not sound alike.

Looking at the original footage, I think it is more like this; "Secretary you've guided this Alliance through one of the most consequential periods in its history. I realize, I (mumbling) talking to your wife. I personally asked you to extend your service (laugh) forgive me. And you put your own plans on hold. When the Russia war in Ukraine began, you didn't hesitate." Still doesn't make sense, but I guessing whatever he mumbled over would clear the the confusion. I guessing the "forgive me", is Biden apologizing for fumbling his lines.
