As a researcher specializing in Pokemon evolution (as in speciation) and paleontology I oppose the idea that Venausaur is an anuran amphibian. Research based on palaeontological data suggests it's closely related to therapsids. I won't oppose your idea of it feeding on small invertebrates and even vertebrats, but only during mating season. Which brings me to a hypothesis about the teeth. Those are ancestral and nowadays seem to be display features only or are used for defense. Venausaur, especially it's flower, is highly sought after by different nectar-eating Pokemon and Venausaur itself, especially the younger stages, are probably hunted by a variety of carnivores. And because it's not fast it kept measures to fight back.

Maybe pincer heracross and Scyther are the primary source of protein for Venusaur, possibly smaller mammals

ah I thought you were gonna bring up this fact "Bulbasaurus (meaning "bulbous reptile") is an extinct genus of dicynodont that is known from the Lopingian epoch of the Late Permian period" from wiki, after the therapsid bit. Some have suggested that it is similar in morphology to the bulbasaur line (being named cheekily after it)
