The thing is, Trevor gets pissed at Franklin for killing Micheal because he was decent to him, sure, Trevor and Micheal are on intensely rocky ground at this point, but he doesn't want Franklin to become like Micheal, betraying a person that was good to you. So, as it would be funny, it wouldn't make sense for Steven to pick B if he was going into the mindset of his character.

Gta 6 would take before Gta V. So the only ones I could see being in it would be michael and *maybe* trevor. As in their actual characters. If not, there’s no doubt Shawn’s VA would be in there given he was in GTA SA as well.

That's because the voice actors actually had to go in the studio and do the motions that the characters in game do. Like the cutscene in "Hang Ten," Steven had to do all those movements that you see in the game.

They ara not voice actors. They are actors. They did the motion picture too.

There's probably alot of dialogues and things which were never used and were deleted from game files and might been used later,who knows, some of those recordings they might have used from story mode even in gta online. Actors sometimes record scenes things not chronologically, and I believe, for voice actors recording voices to video game, it happens more often, so for example: recording sessions for two scenes in video game, which were in same mission, could have been recorded few months apart,while other dialogues from game( which you hear before or after that mission) could have been recorded in between those few months. Recording voice could have taken long enough time to forget about certain recordings voice actor did long time ago. and there's few other reasons why Steven doesn't know everything what happens in game. So that's why then some actors/voice actors see finished project on screen for the first time, they might not know what will happen, since you could say it's kinda their first experience
