I had the same problem. All I had to do was change my age for it to work. To do this, you have to go to your app settings and clear cache and data, and it'll be like you just installed the game the next time you open it.

I didn't use the formula and won! Just make all the customers happy, take your time and dont carelessly place toppings. The toppings DEFINITLEY matter! If you win you get the Pizza Palooza Trophy, A banner, and 200 in game bucks! Ambrosia will close his shop and look for the "Perfect flavour."

I used the dust and lost because I had doubts about using it, and without realizing the time was running out, I was investigating if using it or not :I but I don't think it was that, I think I didn't make all the judges happy, but literally happened nothing to me even though I used it.
