So that means his full powered attack would be 10 billion not exactly enough to kill perfect cell but at least he could give it one hell of a try. 17 and 18 get to live and turn good and good buu also gets to live. Actually we actually do know how strong Krillin actually gets his power is 75,000 when he cut off the the tail of Frieza and we know that the Destructo disc increases his power by at least 15 times making it strong enough to actually cut off the tail of second form Frieza. So krillin's becomes at least 40 times stronger.
So if Goku's power level is 3,600,000 and that means when Ginyu take his body Ginyu power is 920,010.2223358 but to round it down to 920,010 so yeah I think everyone's in trouble.

If goku and vegeta had fought on earth after namek Gero would know of gokus new power since his spy bug would be following him again. With that 19 and 20 would be stronger to compensate. At least that’s how I could see it happening. The argument could be made that geros spy bot didn’t see ssj goku on earth in canon because goku had just returned home.

So if we established that Krillin became at least 40 times stronger and think that that's the minimum amount then Goku would become 40 times stronger and that would be 3,600,000.
I believe It shouldn't work that much for Goku, he's alredy peak physic, Gohan and Kuririn didn't work out as much as Goku, so the potential unlocked was more substantial on them. As we can see that even though Gohan had his potential unlocked, he still had to train to become even stronger afterwards in Cell saga.
the only thing i would say about the Namek Arc, Goku wasn’t trying to kill anyone. he would simply fight frieza, beat him senseless and try to get him to rethink his actions just like in the original he was going to let frieza go despite him killing Krillin and almost killing Piccolo. I would probably say Frieza would try to take out the planet or try to kill one of goku’s comrades and he would either deflect and then finish frieza, or not react fast enough to that attack and transform due to the death of either Gohan Krillin or Piccolo.
I don't think Goku ever gets body swapped and doesn't get a zenkai and heal in the pod. He absolutely obliterates Ginyu in one shot not even meaning to. Similar to how Gohan and Krillin couldn't fully grasp their potential I think Goku at 660,000 hits Ginyu and he's just gone. This immediately alerts Frieza on the scouter and he goes to investigate. Goku even at 20x Kaioken is only at 13,200,000 which is not nearly as strong as the zenkai boost he gets after the ginyu beat down. I fully believe many of the story beats would be drastically different. While Goku fights Frieza the others will gather the balls and wish their friends back. Frieza will kill Krillin still and Super Saiyan will be achieved. Which is still technically not enough at 33 million from his base. In short saiyan biology is better than unlocked potential. It always has been.
I have a few what if for you. What if when Vegeta and Trunks came out of the Time Chamber the first time they were in mastered Super Saiyan. And still able to use the other grades with that form.
Honestly I don't think it would have gone up all that much. I mean if he could only pull out a fraction of Gohan's seemingly unlimited potential I don't think he'd be able to do much for Goku. After all Goku's potential wasn't really all that much he just likes to push himself to break through barriers

Goku getting his potential unlocked does nothing for him. He trains too hard for it to make a difference. That's why he didn't bother training with the Elder Kai. His Mystic form would do nothing extra for him.
If Gohan actually trained then he would have no reason for his potential to be unlocked, it would be at the forefront. DB has been around for 4 decades and Goku never got his potential unlocked. Even when it was right in front of him, he knew it was pointless. Even Whis recognized that Goku already pushed past his limits. Wouldn't Goku be weaker after Frieza. SINCE he didn't get yardrat training + the Zenkai from barely surviving and landing on Yardrat nearly dead. So normal Goku was 3 mil + SSJ x50= 150 mil. Then he gets a Zenkai. Then he trains on yardrat. Goku in your story got his pote tial unlocked at 22mil. But missed the zenkai and training. And also no SSJ. In super Elder Kai suggests unlocking Goku's potential before the tournament of power like he did Gohan in the Buu saga. I think if Goku's gonna continue to be the main character of the story going forwards he needs to do this, especially now with beast and Broly being so strong; and I think it should go down that way to be honest. It makes the most sense, everyone else has a reason for their power: The hybrids have their potential because of their crossed genes. Broly has his because he's the legendary super saiyan. Vegeta's because he's of royal blood and always had high potential as a baby. But Goku get's his purely because he's the main character and this would just add that extra layer of plot to his character development that he needs. IMO!
Zenkai boosts raise the sayians PL to the current active threat. They arnt a multiplier. So I think even in this what if Goku would still only be boosted to 3 million since that’s how much power Freeza was using to fight Vegeta.
What if Gohan and Vegeta turn Super Saiyan when everyone on Namek was teleported to Earth. That means after everyone was teleported from Namek to Earth they thought Goku died and it triggered the Super Saiyan forms. And yes Goku still want Super Saiyan and defeated Frieza and went to Planet yadratt. And Future Trunks and Future Goten is born in the future timelines and yes that was actually two future timelines future cell timeline and Future Trunks timeline. Apparently the reason why there's originally two timelines is because someone from Universe 12 use the time machine and went back in time by 3 years for some reason creating future cell timeline and Future Trunks timeline.
