Turkey probably didn't join the Allies so there was a separate peace deal between them and the Axis when they capitulated. In that peace deal Germany annexed them and became owner and not just controller of that land.

@@TheSirBrainbug that's not it, when the allies try to retake it later the land they briefly occupy is Turkey, if Turkey was not in the allies the land would just show whoever was the first nation to land in turkey. Still at 9:00 when Ireland lands in turkey it becomes "Turkey" not Ireland holding the land, and in one of the earlier landings even turkish divisions was formed and helped. Edit:​ I rewatched and it looks like it was the Soviet Unions fault, it is them that occupy Turkey at the end of the war and it looks like they briefly puppet the German Reich, giving all the lands they occupy and the Soviet union doesn't want to its puppet. Then the east Germany event fires and forces the Soviet Union all German Reich lands outside east germany to be annexed or given to west germany, it annexes the polish lands and gives away the lands outside east Europe.

HOI4 is more meant to be realistic than balanced in that regard. And realistically, the Axis didn't have the strength to fight the Allies in a total war. In real life, Japan actually didn't intend to run a total war against the USA either, but only to destroy the US fleet to neutralise the US in the sea and expand its empire in Asia and the Pacific Ocean.

@@gael9270 If anything they heavily downplay the sheer industrial ability of the US and the economic dependance of Germany, the British isled, and Japan in game.
