Even the daimiyo are afraid of losing power and influence. Even the daimiyo of Land of fire is against Konoha which has now become independent and self-sufficient thanks to Naruto. What they didn't understand is that Naruto and Konoha want exactly that. They want a reason to defend themselves and take over the world without becoming like the bad guys with allies. Konoha still has allies. The canon or movie missions happened and Naruto gained the support of the other nations. Konoha has an interest in conquering, but those who are allies will remain so. The empire of Konohagakure was born after a colossal defeat by the leaders of the enemies and akatsuki. Defeated shinobi are forced to pledge allegiance to Konoha or die, and villages are conquered one after another. Meanwhile Naruto has become the most loved and feared shinobi in the world. The shinobi and civilians who lost to their Kage hate him at first, but they know that it is the fault of the Kage who overestimated themselves and condemned everyone to be under Konoha's rule. The original shinobi and people of Konoha love Naruto. But when they start to get to know him, even old enemies appreciate him and understand that their Kage and daimiyo were assholes.
