I feel like of all people, Gan Yu would welcome Jean's leadership the most, because of the similarity of their views. While Ning Guang cares for prosperity, Gan Yu has no such misconception, and her mission is always been to ensure well-being of everyone in Li Yue. If anything, I feel like there is a constant undercover confrontation between Ning Guang and Gan Yu. Although, Ning Guang is far too smart to oppose Gan Yu on that, so there is no real conflict between them.
