Blender really is the best free tool to do this! You can get pieces from Mecabricks (or bricklink studio) and there are already tons of tutorials and addons to make the whole thing easier :D Why don't you want to use Blender?

Looks nice 👍! Makes me wish the show aimed for that animation style more. The only criticism I can think of is to maybe make the water ripple a bit. The LEGO Movie found a way to make water ripples in that style.
