Memory doesn't work that way. Arnold would just have a hazy recollection of his first few decades as the brain stops recalling unused memories. This happens to everybody. And eventually he would then forget most of his first few hundred years as he reaches 1000. He would retain some amount of muscle memory, so he could still perform tasks that he has learned, although he would get bad at complex skills he learned many decades or centuries ago and could forget them entirely if he doesn't practice. Doesn't mean he cant learn new skills, Arnold could very well spend his whole existence learning the piano or how to paint and become the best in the entire world after over a hundred years or few hundred years of practice. As long as his brain is healthy he should be fully functioning cognitively (unless he goes senile or gets some degenerative disease). He should be able to talk until some other issue causes him to go mute through his 1000 year existence, if at all.
