As you say, CEMP is site-specific and hence only the environmental issues relating to the site are considered. There may or may not be marine environment involved in the project. Next, CEMP should specify environmental parameters that need to be monitored and for monitoring itself, it is a must that relevant indicators are identified and included in the plan. One will come to know environmental impacts resulting from construction activities only through measurement using identified indicators. It is necessary that apropriate mitigation measures are identified based on environmental impacts observed. It is also necessary that the environmental team keeps an eye on "new impacts" that may result from the application of mitigation measures. The environmental team will move into manage the new impacts too through additional remedial measures. Documentation and reporting are very important that becomes a specific role of the environmental team.
